I have the honour to acknowledge the
receipt of the telegraphic instructions as noted in the margin, regarding export prohibitions and in connection
therewith to forward a Memorandum by the Superintendent of Imports and Exports showing in detail how these prohibitions
will affect the trade of the Colony.

The intention of these instructions is
clearly to relax as far as possible the restraints imposed on trade by the exigencies of war and I have therefore consider- -ad the words "Existing instructions as to issue of licences in respect of any of above commodities hold good still" to refer inter alia to Mr. Long's approval notified in his Con- -fidential Despatch of the 27th. November, 1917, of the local classification of provisions. Rice, Sugar, Butter, Cheese,
Sago, and Tapioca have accordingly been retained in Class C. As the Memorandum points out, any interference with the normal movement of the first two of these, would be fraught with moat serious consequences alike to the blony, to British Trade, and to the economics of the whole Far East. The Imports and Exports Department will of course prevent the movement of any of these commodities to any abnormal destina- -tione, even though such destinatione may be permissible
